Overview

The Global Warming Solutions Act of 2006 (AB 32) requires that the California Air Resources Board (ARB) determine the statewide 1990 greenhouse gas (GHG) emission level and approve a statewide greenhouse gas emissions limit, equal to the 1990 level, to be achieved by 2020. Assembly Bill 1803, which became law in 2006, made ARB responsible to prepare, adopt, and update California’s greenhouse gas inventory.

The ARB Greenhouse Gas Emission Inventory program provides multiple products listed below, in addition to the 1990 GHG emission level and 2020 limit, and annual GHG emission inventory.

Annual State Wide GHG Emission Inventory
State wide GHG emissions from transportation, electricity, commercial/residential, industrial, agricultural, and waste management sectors including high-GWP gases.
AB 32 1990 Emissions Level and 2020 Limit The state wide GHG emissions level in 1990, which became California’s 2020 emissions limit as required by AB 32.
Forest and Other Land Inventory Tracking of CO2 removal from the atmosphere by vegetation and the GHG emissions from wild and prescribed fires as well as the decomposition and combustion of biomass residues from harvest, land conversion, and the discarded wood products.  This section is under development.
2020 Business-as-Usual (BAU) Emissions Projection Projected emissions in 2020 assuming a hypothetical Business-as-Usual (BAU) scenario where no Scoping Plan emission reduction measures are implemented.
